Our mission

Cleantech for Iberia is a new initiative to orchestrate the cleantech innovators, investors and policymakers of the Iberian ecosystem and allow the peninsula to enhance its potential as an EU clean energy hub and a top location for clean industry.

First coalition gathering 20+ European cleantech VC firms, has successfully advocated for EU policy advances in better financing and creating demand for cleantech. Following early success of Cleantech for Europe, similar initatives are launching in selected countries and regions throughout Europe and beyond. Cleantech for Europe is continuously looking for opportunities to promote the development and deployment of clean technologies locally, to provide input into national policy debates and to promote synergies and amplification of effort between regions and satelllite initiatives.

Our team

Bianca Dragomir

Bianca Dragomir is Director of Cleantech for Iberia, the coalition of leading investors, banks, scale-ups, universities, incubators and philanthropies in the Iberian Peninsula, laser-focused to make the region Europe's next cleantech industrial leader. Cleantech for Iberia is powered by Cleantech Group and supported by the Bill Gates-founded Breakthrough Energy.

Bianca has worked as an advisor for the European Commission’s High-Level Industrial Roundtables ‘Industry 2030’, ‘Industrial Clusters’ and ‘Skills for Renewable Industry.' She was the first woman to be named 'European Cluster Manager of the Year' by the Commission. Prior to joining Cleantech for Iberia, Bianca was CEO of the Valencian Clean Technologies Cluster for over a decade. She launched the first cleantech start-up accelerator in Spain, the first European Cluster Accelerator, and created Clusters of Change platform to support a new generation of impact-driven cluster leaders across Europe and beyond.

Bianca earned two master's degrees: one in International Economics and European Integration (Universidad de Valencia, Spain) and one in Business Communication (SNSPA, Romania). She has completed studies in Exponential Thinking & Foresight at Singularity University, and frequently collaborates with MIT’s Center for Collective Intelligence as well as with the Global Entrepreneurship Network (GEN). Bianca was included in the Forbes 100 Most Creative People in Business in 2024.

Luís Rebelo

Luís Rebelo is Cleantech for Iberia's Policy Manager, and leads our Policy team. He is an experienced professional in legislative procedures and negotiations. Previously, Luís worked at the European Parliament for over five years, developing his expertise on climate and sustainability. During that time, Luís also supported the Cleantech Friendship Group in the European Parliament, leading one of the group's co-chair's office on the subject of cleantech. Prior to that, Luís worked in the Portuguese Parliament, as policy advisor focusing on Science, Innovation and Higher Education. Luís graduated from University of Porto in both Engineering and Innovation Economics and Management and is now pursuing his PhD in Management, with a focus on sustainability.

Ana Campos

Ana Campos is the Policy Analyst for Cleantech for Iberia. Based in Portugal, she is committed to advancing sustainable and innovative solutions within the Iberian cleantech industry. By fostering collaboration between the cleantech community and policymakers, Ana works to support the transition to a cleaner, more sustainable energy future for both the Iberian region and Europe.

Specialised in European energy policy, Ana brings a thorough experience in clean energy, drawn from her work across different sectors over the years, including academia, the public sector, NGOs, and the private sector. This background provides her with a broad perspective and a deep understanding of the complex nature of energy policy.

Ana holds both a bachelor's and a Master's Degree in International Relations and Political Science, as well as a post-graduate diploma in Diplomacy.

Alberto Toril

Alberto Toril is Advisor at Cleantech for Iberia and a seasoned expert in the energy transition, with over 13 years of international experience advancing clean technologies across corporates, international organizations, and startups.Until 2025, he was Manager for Europe at Breakthrough Energy, where he led power sector strategies in Spain, Portugal, and Italy, and co-founded Cleantech for Iberia and Cleantech for Italy. He advised governments on innovation policy, mobilized funding for clean tech deployment, and spoke at over 100 high-level events including COP29. Previously, Alberto held senior roles at Iberdrola, leading investments in climate tech startups and corporate strategy from the CEO’s Office, and at the International Energy Agency, where he co-authored key publications such as the World Energy Outlook and World Energy Investment reports.He is currently a board advisor to several cleantech and green finance initiatives, and continues to support the scale-up of Europe’s cleantech ecosystem. He also teaches at IE University as a guest lecturer on energy transition and sustainability.
